Bowie must only live with children aged 13+, who will understand that he needs space when eating or enjoying tasty chews.
It is not essential that Bowie has access to his own garden, as long as he gets plenty of toilet walks and is regularly taken to secure fields or on long line walks to stretch his legs. If he does have his own garden, it must have secure 6ft fencing with no objects nearby that he can use to climb over.
